NBC: House prepares to rebuke Trump by repealing emergency declaration
The vote Tuesday was to take place as the measure appeared on the verge of capturing enough support in the Senate to pass when it votes on it next month.
Republican Senators Lisa Murkowski, Susan Collins and Thom Tillis said they will support the resolution when it reaches the upper chamber.
