NBC News: Senate Republicans block bill to avert government shutdown and to extend debt limit
Republicans said they intend to block the bill because they want Democrats to raise the debt limit separately, on a party-line basis.
Lawmakers have until Friday to continue this dance. At that point the government will begin to shut down.
