Joe Manchin is signaling that he’s open to a compromise that would allow him to support the For the People Act, a legislative priority for Democrats looking to protect voting rights. The moderate senator from West Virginia Wednesday issued a memo to colleagues detailing the elements of the plan he could support, giving much-needed oxygen to a bill thought to be on life support.
